- The massing is organized as a tall central tower enclosed by two monumental stone-clad vertical frames. This framing device anchors the composition, giving the building a civic gravitas and a strong visual identity.

- Central atrium: A multi-story atrium enhances daylight penetration, natural ventilation, and visual connectivity across floors.
